Early Intervention serves Indian children, aged 0-5, across the reservation who are “at risk” for or have an identified disability. Early Intervention is administered under requirements of the Individuals with Disabilities Education Act (IDEA), and the Bureau of Indian Education (BIE). Early intervention services are costly and avariety of funding sources are needed to support the system. FirstSteps is governed by a federal law known as Part C of the Individualswith Disabilities Education Improvement Act (IDEA). This law requiresthese funds be the payor of last resort and requires these funds onlybe used for early intervention services that an eligible child needsbut is not currently entitled to under any other federal, state, localor private source.
Certain First Steps services are provided at nocost to families. These services include service coordination,screening, evaluation and assessment, IFSP development and theimplementation of Parent’s Rights.
